To my knowledge, NCSI is used to automatically identify the network it is connecting to and whether or not it has access to the Internet. You seem to have identify that the root cause lies on the side NCSI.

I would start with deleting anything that's related to MS Office from credential manager and re-activate the account. I also check the office license status for that user. Then test your account. After signing back in you may need to close Excel or Word ect If the first command shows two different Office products installed, you should run the Office Cleanup tool to remove all products then reinstall the one you plan to use.
Also, if it fails to connect you may wish to try rebooting or closing all Office apps then opening Task Manager and terminating OfficeClickToRun. I am guessing the machine came from an image. I learned long ago to save the download that pulls the the installer package from MS all the old ones are still available if you run it and never open or attach a license before sysprep.

If you have no license after removing the grace license, and signing the person in and out of Office from one of the apps doesn't work, just go to their Office profile and rerun install of software from there. It will resolve the issue. I have had all of the above occur before.
